Does the City of Franklin Planning Department consider the best interest of long established neighborhoods and homeowners? Is their only interested rapid growth?

I find it appalling that such insensitve planning is allowed to happen. I hope the owners of the property have at least received massive compensation or had a new rural property bought for them.
